Construction Services
The Street Department has an extensive infrastructure construction program. To maximize efficiency, the department develops multi-year infrastructure construction programs. This allows construction to be concentrated in areas of the city, and to take advantage of economies of scale. The types of construction that this division performs are:
- Alley concrete repairs
- Alley reconstruction
- Asphalt street rehabilitation
- Community Development Block Grant (CDBG) street reconstruction
- Street concrete repairs
- Street reconstruction
Infrastructure Construction Program
Every three years, the Street Department develops an infrastructure construction program, which contains the department’s construction projects for the upcoming three years. Prior to developing the program, a list of candidate construction projects is generated from the department’s Pavement Management System (PMS).
Pavement Management System (PMS)
The PMS is a listing of all streets and alleys within the city, with an Overall Condition Index (OCI) assigned to each street/alley segment based on a physical inspection of streets and alleys. The OCI is a numerical index rating from 0 to 100. The best rating is 100. Once the list of candidate streets is developed, Street Department staff inspects these streets to determine which projects warrant incorporation into the infrastructure program.
Concrete Recycling Center
As part of the infrastructure construction program, the Street Department utilizes the Concrete Recycling Center, which is operated by an outside contractor. At the recycling center, concrete pavement is crushed to create base material for street construction projects. The contractor produces a designated amount of base material annually that is used by the Street Department for its construction projects, while the remainder is sold to private contractors.
A percentage of the sales of the base material is returned to the City. Persons who reside within the City of Garland and contractors performing work for the City of Garland may dump concrete rubble at the concrete recycling center free of charge.
